In a recent meeting of the Placerville Planning Commission, the transfer of a 0.45-acre parcel from El Dorado County to the State of California for the Clementine Apartments project was discussed. The commission is tasked with determining whether this transfer aligns with the city’s general plan, a requirement under California government code.
The property, deemed surplus by the county, is located at the southeast corner of Armoury Drive and Raylour Drive. It is intended to enhance the proposed 83-unit affordable housing development by providing additional parking and emergency access. The planning commission must render its report on this matter within 40 days, with a deadline set for October 6.
During the public comment period, concerns were raised regarding the potential impact of the apartment complex on local emergency services, particularly the fire camp operations at the nearby fairgrounds. Residents expressed apprehension that the development could obstruct access for emergency vehicles, especially during fire season. Some community members argued that the area already has sufficient low-income housing projects and questioned the necessity of the Clementine Apartments.
Kathy Duncak, CEO of the El Dorado County Fairgrounds, highlighted that the Board of Supervisors had not yet finalized the property transfer, suggesting that the commission's decision might be premature. She emphasized the need for further consideration of alternative sites for the project.
