The amendment seeks to address the pressing need for affordable housing in the county by mandating that at least 40% of the new units be maintained as affordable for rent at or below 80% of the area median income (AMI). This requirement is seen as a response to the ongoing housing crisis, with the proposed changes aligning with the county's comprehensive plan that emphasizes the importance of affordable housing and proximity to transit.
