The proposal, which seeks a certificate of approval, aims to enhance the functionality of the existing structure while respecting the surrounding historic context.
The judicial center is situated within the downtown urban conservation overlay district and is near several properties listed in the Lawrence Register of Historic Places, including the courthouse and the Rode dell'Ajunte house complex. The review process is not mandated by state law but focuses on the impact of the proposed addition on these historic sites.
Initial plans included encroachment into green space between the courthouse and the judicial building. However, the applicant revised the design to eliminate this intrusion, relocating parking to existing street and lot areas, thereby preserving the green buffer.
The proposed addition will be positioned on the south side of the building, as no suitable rear location was available. This decision necessitates the redesign of associated sidewalks and parking areas. The addition will be taller than the existing structure, but it has been strategically set back to comply with design guidelines that allow for height increases under certain conditions.
Staff evaluations concluded that the existing structure lacks significant historical or cultural associations, rendering it ineligible for the National Register of Historic Places. Consequently, the addition is not expected to affect any potential future listings.
Despite concerns regarding the height and materials of the addition, staff expressed that the design aligns with the monumental architecture of the original judicial center. The use of metal panels, typically discouraged in historic districts, was deemed acceptable due to the unique nature of the building.
After thorough consideration of the project against the downtown design guidelines, staff recommended the issuance of the certificate of approval, affirming that the proposal meets the necessary standards for development in the area.
