The budget proposal includes a permanent allocation for employee health insurance premiums, absorbing a 4.75 percent increase, ensuring that employees will not face any additional costs. Additionally, the budget encompasses funding for employee recognition events, such as a Christmas luncheon, and introduces a safety incentive program. A small merit increase fund for department heads was also included, alongside a contingency reserve of approximately $231,000, representing just under 1% of the total budget.
During the meeting, one commissioner raised concerns regarding the allocation for economic development, currently set at $45,000. The commissioner suggested reverting to a previous model where funding was tied to job creation, proposing that a portion of the funds be held in reserve for future projects rather than disbursed in full upfront.
Another point of contention was the proposed increase in funding for the Alabama High School Rodeo Association, which would rise from $6,000 to $7,000. The commissioner argued for maintaining the current funding level, citing the association's limited presence in the county in recent years. Similarly, the budget includes a $6,000 allocation for the Little Britches Rodeo, which the commissioner proposed reducing to $3,000, emphasizing the need for fiscal prudence.
The meeting also touched on the Covington County Program of Leadership, which has become inactive. A suggestion was made to remove the proposed $5,000 allocation until the program is reactivated.
