In a recent city council meeting, officials reviewed a site plan for the Overlook in Willow Tree Gardens, located at 240 North Carol Avenue. The proposal, associated with ordinance number 480-810 and case number ZA23-0072, aims to finalize the development of a residential area consisting of 20 lots, including 15 villa-type lots and 5 larger lots.
Director Killo presented the plan, which follows conditions set during a previous approval in May. Key stipulations include a maximum of 20 residences, gated access for residents, and the construction of a full masonry wall along the western edge of the property. The applicant has committed to ensuring that the gates allow for controlled entry and exit, utilizing technology to prevent unauthorized access.
The council discussed various fencing options, including an 8-foot masonry wall and a combination of masonry and iron fencing. The proposed plans also include provisions for sidewalks, which the applicant confirmed would connect to existing pathways in the nearby Foxborough community. This connection raises questions about public access, with indications that the sidewalks would remain open to residents of Foxborough.
The applicant expressed a preference for an alternative plan that reorients retention ponds and includes a cul-de-sac, while still adhering to the original conditions of approval. The council is expected to conduct a design review to ensure compliance with the established guidelines before moving forward with the project.
