During the meeting, BDS Director Carr outlined the necessity of the tower, citing the city's comprehensive plan that emphasizes the importance of robust infrastructure for cellular service. The Zoning and Planning Commission had previously recommended approval of the permit with a vote of 6 to 1. Public feedback was mixed, with 17 comments received prior to the meeting—nine in favor and eight against the project.

KGI Wireless representative, Mr. Kampen, emphasized the need for improved cellular service, particularly for public safety communications. He noted that local emergency responders have reported difficulties with coverage, which could impact response times during emergencies. The proposed tower is strategically located to address significant coverage gaps in the region, particularly in areas identified as having poor service.

Concerns were raised regarding the tower's aesthetics and its proximity to local schools and the airport. Kampen acknowledged that while cell towers are not visually appealing, their placement among existing infrastructure could mitigate visual impact. He also reassured the council that the Federal Aviation Administration (FAA) would conduct a thorough review of the tower's potential impact on aviation safety.

Addressing health concerns related to radio frequency emissions, Kampen referenced studies indicating that exposure from cell towers is significantly lower than from personal cell phones. He committed to conducting third-party RF emission tests to ensure safety standards are met.

The council members engaged in discussions about the necessity of the tower, alternative locations, and the potential for future projects on the site. While no other proposals have been considered for the property, the council is weighing the benefits of improved cellular service against community concerns.
