During a recent board meeting, significant updates were shared regarding changes to the Annual Professional Performance Review (APPR) and the foundation aid formula impacting local school districts.
The APPR, which evaluates the performance of principals and teachers, is currently under revision from its existing framework (30 12 d) to a new version (30 12 e). This change is pending adoption by the Board of Regents, with a public comment period expected to follow their presentation in November. The anticipated adoption date is set for March. Key aspects of the new APPR include the requirement for school districts to develop evaluation plans in collaboration with collective bargaining associations, and the introduction of a more flexible evaluation system that still maintains a four-tiered rating structure.
In addition, a presentation highlighted the complexities and outdated nature of the foundation aid formula, which determines a portion of state funding for schools. Currently based on poverty data from 2008 and census data from 2000, the formula fails to reflect the demographic changes in communities like West Seneca, which has seen an increase in English language learners and students with special needs. While an update to the foundation aid formula could provide necessary adjustments, there are concerns that declining enrollment since 2000 may negatively impact funding for districts like West Seneca.
The Rockefeller Institute of Government has been commissioned to study these issues, with recommendations expected to be presented to the governor by the end of the year. Stakeholders are advocating for a phased implementation of any changes to foundation aid to allow districts to adjust accordingly, as well as a call for greater predictability in all forms of state aid.
These updates from the New York State Council of School Superintendents are crucial for the board to consider as they navigate the evolving landscape of educational funding and performance evaluation. Further developments are anticipated as the governor reviews the recommendations and the Board of Regents finalizes the APPR changes.
