In a separate request, Cody Spence sought to rezone a 0.25-acre property on Cumberland Drive from medium-density residential (R3) to rural residential (R5) to facilitate the construction of a duplex. Staff recommended denial of this request, citing that it would disrupt the uniformity of the surrounding R3 zoning and introduce multifamily housing into an area predominantly characterized by single-family homes. Spence argued that the property, previously occupied by a condemned house, would benefit from redevelopment, regardless of the zoning outcome.
