In a recent government meeting, the planning commission reviewed a preliminary site plan application for a redevelopment project at 148 East Howard Street, submitted by Nathan Stevenson. The site, which previously housed a structure that was destroyed by fire in 2023, has undergone a rezoning to C1 Local Business to facilitate new development.
The proposed plan includes a single-story building with three tenant spaces, which will house a laundromat, a barbershop, and a hall for assembly. The design features a parking lot relocated to comply with a 25-foot setback requirement from the property line, as mandated by the P1 zoning district regulations. The commission discussed the need for a crosswalk and recommended that the applicant collaborate with city staff to determine its optimal location.
During the meeting, staff outlined five conditions for approval, including the necessity for the applicant to secure a variance for a side yard setback of 5.4 feet, which is below the required 20 feet due to the proximity of residential properties. The applicant expressed frustration over the lengthy approval process and the last-minute requirements, emphasizing the urgency to move forward after being out of business for over a year.
Commissioners acknowledged the applicant's concerns and expressed support for expediting the process. They also highlighted the importance of clear communication regarding zoning requirements to prevent future misunderstandings. The planning commission is set to make a decision on the variance at their upcoming meeting on November 18, which will be effective immediately upon approval.
