The application, submitted by Cody Bogart of Newkirk Engineering, seeks to rezone the property from Volusia County's A3 transitional agriculture designation to the City of DeLand's R1A zoning, which allows for low-density residential development.
The rezoning process has progressed through several stages, with the planning board recommending approval in August 2024 and the city commission endorsing it during a first reading on August 19. The second reading, held during the latest meeting, concluded with unanimous approval from the commission.
Historically, the property has undergone various applications for annexation and rezoning since 2005, with previous attempts being withdrawn. Currently, the site is vacant and minimally wooded, situated on a thoroughfare that features a mix of residential developments and another church across the street. The proposed site plan includes plans for a church, which is under review for compliance with environmental regulations and local requirements.
City staff highlighted that the rezoning aligns with the comprehensive plan and existing low-density residential land use. The applicant is also addressing comments from the Technical Review Committee regarding the site plan, which is expected to include adequate landscaping and buffers to mitigate off-site impacts. Utilities and stormwater management will need to be integrated into the site as part of the development process.
The commission's approval marks a significant step in the development of the area, which is anticipated to enhance community services and provide additional options for local residents.
