The proposed residential development includes plans for 148 housing units, primarily townhomes and condominiums. However, initial reviews indicated potential issues with the proposal's adherence to city regulations. Staff highlighted that the residential density appears to exceed the maximum allowable units for the designated mixed residential zone, which is capped at 10 units per net acre. This miscalculation could reduce the number of permissible units by approximately 51.
Additional concerns were raised regarding the design of the development. Staff noted that the proposed building orientation and access routes do not align with city standards, particularly regarding pedestrian access and the configuration of private drives. Furthermore, the proposed roadway cross-section does not meet the city's specifications, which could impact the inclusion of necessary street trees.
The council also discussed the implications of the development's maintenance plan, which suggests that common areas would be managed by a homeowners association rather than the city. This raises questions about the city's willingness to accept any land dedications from the developer.
