The Hilliard Historic Business District, originally established with 12 contributing buildings, has evolved over the years, with the addition of the Hilliard post office in 2005 and the Hilliard Masonic Temple in 2023. The district is recognized for its concentration of early 20th-century commercial architecture, reflecting the community's development as a railroad town linked to the Great Northern Railroad's regional terminal facility.
Duvall highlighted the historical significance of the proposed additions. The Willerton's Diamond Photo Play Theatre, built in 1911, has served various purposes over the decades, including a theater and a cooperative store for railroad workers. The Willerton Block, also constructed in 1911, has transitioned through multiple businesses, currently operating as the Red Dragon restaurant. The Yukon Block, completed in 1907, showcases architectural features that connect it to the district's historical narrative.
The Landmarks Commission reviewed the proposal in October and recommended the listing of these buildings, which are seen as vital to preserving the cultural heritage of Hilliard. The council's discussions reflect a commitment to maintaining the historical integrity of the area while adapting to the community's evolving needs.
