The proposal aims to change the land designation from low-density residential to medium-density residential, allowing for the construction of five fourplex buildings, totaling 20 affordable housing units. The development will be managed by the Moline Housing Authority, which has secured funding through a grant from the Illinois Housing Development Authority.
The site, approximately 2.25 acres, currently features an old house built in 1881 and several mature trees, which will be removed to facilitate the new construction. The project includes a community building, outdoor amenities, and a parking lot with 45 spaces. Concerns were raised by local residents regarding existing drainage issues on 13th Avenue, which the city plans to address in the upcoming fiscal year.
Traffic implications were also a topic of discussion, with estimates suggesting the development could generate between 80 to 140 vehicle trips per day. City engineering officials indicated that the current street conditions, including narrow roads, would naturally limit traffic speed. While some residents expressed concerns about traffic management, city officials noted that no major changes to the street network would be necessary.
The council ultimately voted in favor of the comprehensive plan amendment and the rezoning request, emphasizing the importance of affordable housing while acknowledging the need to address community concerns. The meeting concluded with a motion to amend the city’s library code, which also passed without opposition.
