Residents in the Rosedale area of unincorporated Bakersfield are set to receive hearing notices regarding a proposed zone classification change that could significantly alter the local landscape. During a recent meeting of the Kern County Planning Commission, staff presented a project that seeks to change the zoning of a 13.67-acre portion of a 29-acre parcel from limited agriculture (A1) to general commercial (C2 PD), paving the way for commercial development.
The proposal, submitted by applicant Nadim Sarkis and represented by LAV Pinnacle Engineering, includes plans for a convenience market with a fuel island, a fast-food restaurant with a drive-thru, and additional retail facilities. Potential tenants for the retail space include a nail shop, an ice cream shop, and a retail banking center. The project site, currently home to a single-family dwelling slated for demolition, is located at the intersection of Rosedale Highway and North Avenue.
While the project has garnered some support, it has also faced opposition from local residents. During the comment period, four agency comments were received, along with several letters from residents expressing concerns about traffic, safety, environmental impacts, and potential decreases in property values. Notably, residents questioned the need for an additional gas station, citing existing options within a short distance.
In response to these concerns, staff has proposed several conditions of approval aimed at mitigating potential negative impacts, including road improvements and adherence to noise and lighting standards. A pre-construction biological survey will also be required to protect local wildlife and habitats.
The Kern County Planning Commission is expected to recommend that the Board of Supervisors approve the zone change and development plans, arguing that the proposal aligns with the Western Rosedale specific plan and addresses existing zoning inconsistencies. The final decision will be made at a future hearing, where community members will have the opportunity to voice their opinions.
