A proposed drive-thru coffee shop, Ziggy's Coffee, is under scrutiny as city officials express concerns about traffic flow and queuing at the site located at 4801 South Tavistock Avenue. The development, which will occupy approximately 825 square feet on a 0.497-acre lot, is part of the Hill Century Farm North subdivision and is governed by a development agreement established in 2015.
City staff highlighted potential issues with the proposed queuing system, which is designed to accommodate eight vehicles before the order kiosk. Concerns were raised that during peak hours, the queue could extend into the private drive aisle, potentially obstructing access for other vehicles and conflicting with a nearby daycare facility recently approved to the west. Staff recommended that the applicant collaborate with the neighboring property to create shared access or redesign the site to enhance vehicle stacking capacity.
The applicant, represented by Connor Lindstrom of Kilometers Engineering, defended the current site plan, arguing that it meets city standards and would not create significant congestion. Lindstrom noted that the design includes a double stacking lane and an escape lane for vehicles needing to exit the queue. He emphasized that the coffee shop would not operate at the same capacity as other local establishments known for long queues, such as Dutch Bros, and that traffic studies indicated manageable vehicle flow.
The proposed hours of operation for Ziggy's Coffee are from 6 AM to 7 PM, seven days a week, with plans for outdoor seating. Lindstrom mentioned that the site would primarily serve drive-thru customers, with a smaller percentage expected to use the walk-up service.
Despite the applicant's assurances, city officials remain cautious, particularly regarding the potential for increased traffic congestion during peak hours coinciding with school drop-off times at the nearby daycare. The commission is expected to deliberate further on the proposal, weighing the benefits of the new coffee shop against the potential impact on local traffic and safety.
