In a recent government meeting, the proposal for a zoning change by applicant Josh Hahn for a 5.22-acre parcel on the east side of West Martin Mill Pike was met with mixed responses. The current zoning is RN 1, and Hahn is seeking to rezone the property to RN 2 to facilitate the development of affordable housing in Knoxville. The staff recommendation, however, is to deny the request, citing that it does not meet the criteria for rezoning.
Hahn, represented by Mike Messina, argued that the proposed RN 2 zoning would allow for the construction of 28 affordable homes, a number that is lower than the maximum allowed under RN 2. He emphasized that the access to the property would be from Grayview Lane rather than Martin Mill Pike, addressing concerns about safety and traffic flow. Messina contended that the staff's objections were based on misconceptions about the access points and the density of the proposed development.
Commissioners expressed varying opinions on the proposal. Some, like Commissioner Higgins, noted that the proximity of RN 2 and RN 5 zones nearby could support the rezoning. Others raised concerns about the adequacy of access roads, particularly the narrowness and safety of Martin Mill Pike, which could complicate the development of more than 30 units without a secondary access point.
The discussion highlighted the complexities of zoning regulations and the importance of considering both the current land use and the potential impact on the surrounding community. The commission ultimately emphasized the need to adhere to safety standards and zoning criteria, indicating that further analysis would be necessary before making a final decision on the rezoning request.
